एक बार सम्राट अशोक के जन्म दिवस पर सर्वश्रेष्ठ शासन व्यवस्था करने वाले प्रांत प्रमुख को पुरस्कृत करने की घोषणा की गई। दरबार में मौजूद प्रांत प्रमुख क्रम से उठकर अपनी-अपनी उपलब्धियों सम्राट अशोक को बताने लगे।

सबसे पहले उत्तरी सीमावर्ती प्रांत के प्रमुख ने कहा, ‘कर वृद्धि से इस वर्ष हमारे प्रांत की आय पहले से तीन गुना हो गई है।’ दक्षिण प्रांत का प्रमुख बोला, ‘इस वर्ष राजकोष को भेजा गया सबसे ज्यादा राजस्व गत वर्ष की अपेक्षा दो गुना है।’

इसी प्रकार पूर्वी प्रांत के प्रमुख ने कहा, ‘पूर्वी सीमा से सटे दमनकारियों का अंत कर हमने वहां शांति स्थापित की है।’ एक अन्य प्रांत का प्रमुख बोला, ‘हमने राज्य में आय के नए स्त्रोत खोजे हैं जिससे संसाधन और सुशासन में सुधार होगा।’

आखिर में मगध प्रांत के प्रमुख की बारी आई। वह बोला, ‘इस वर्ष राजकोष को भेजे जाने वाले राजस्व में मेरे राज्य द्वारा भेजा गया आधा ही है। प्रजा के कर घटाय गए हैं। राजसेवकों को अन्य सुविधाएं दी गईं हैं। मार्गों में कुएं उद्यान तैयार किए। पाठशालाएं और धर्मशालाएं तैयार की गईं। रोगियों की चिकित्सा के लिए औषधालय खोले गए।’

सभी प्रांतों का ब्यौरा सुनने के बाद सम्राट अशोक ने कहा कि, ‘मुझे शोषण से प्राप्त धन की चाह नहीं है। दमन कर कमाया धन निंदनीय है। इसीलिए मगध प्रांत के प्रमुख को सर्वश्रेष्ठ शासक घोषित किया जाता है।’

After listening to the details of all provinces, Emperor Ashok said, ‘I do not want the money received from exploitation. Repressed money earned is condemnable. That is why the head of Magadha province is declared the best ruler.
